Girls 10 Year Story Dad Save the Buried

Zionis Israel dengan beringasnya menyerang membabi-buta daerah-daerah perbatasan Israel-Palestina yang kemudian satu per satu ditaklukkan. Palestina yang mendapat dukungan dari negara-negara Arab tidak dapat berbuat banyak karena pada saat itu mereka belum diakui sebagai negara berdaulat. 

Aspek Historis

Organisasi Pembebasan Palestina (PLO) didirikan pada 1964, setelah didahului oleh langkah awal Alm. Yasser Arafat untuk menyatukan semua organisasi perlawanan Palestina di bawah satu wadah, Al Fatah, pada 1950-an. PLO adalah gerakan perjuangan bersenjata rakyat Palestina. Sistem organisasi yang rapi serta  isu merebut kemerdekaan dari tangan Israel, membuat organisasi ini dengan cepat memperoleh simpati para pemuda Palestina. Inilah yang membuat Tel Aviv sangat mengkhawatirkan organisasi ini. Di awal pendirian, PLO di bawah dukungan Arafat dengan Al Fatahnya, menyerang Israel secara terus menerus. Israel menjawab dengan secara rutin menyerang basis PLO di Libanon. Tak jarang korban berjatuhan dari kalangan sipil serta perempuan dan anak-anak.

Pada 21 Maret 1968, terjadi perang hebat antara para gerilyawan yang tergabung ke dalam PLO dengan tentara Zionis Israel. Tentara Israel yang dilengkapi peralatan perang yang canggih menyerang markas PLO yang saat itu berada di Kamp Pengungsi Karamah, di perbatasan Jordania. Dalam perang itu, gerilyawan PLO berhasil menghabisi nyawa sekira 1.230 tentara Zionis. Tank-tank baja milik tentara Zionis juga banyak yang dihancurkan atau direbut.

Konflik berkepanjangan yang sangat merugikan Palestina ini disebabkan faktor paling mendasar yaitu belum adanya peran serta negara-negara maju lain dalam melakukan embargo dan melakukan protes secara diplomatis. Begitu juga PBB yang berperan sebagai organisasi internasional dengan tanggungjawab utama dalam menjaga keamanan dan perdamaian internasional.

Status PLO di dalam PBB

PLO mendapatkan status peninjau di Sidang Umum PBB pada 1974 (Resolusi Sidang Umum no. 3237). Dengan pengakuan terhadap Negara Palestina, PBB mengubah status peninjau ini sehingga dimiliki oleh Palestina pada 1988 (Resolusi Sidang Umum no. 43/177.) Pada Juli 1998, Sidang Umum menerima sebuah resolusi baru (52/250) yang memberikan kepada Palestina hak-hak dan privilege tambahan, termasuk hak untuk ikut serta dalam perdebatan umum yang diadakan pada permulaan setiap sesi Sidang Umum, hak untuk menjawab, hak untuk ikut mensponsori resolusi dan hak untuk mengajukan keberatan atau pertanyaan yang berkaitan dengan pembicaraan dalam rapat (points of order) khususnya menyangkut masalah-masalah Palestina dan Timur Tengah. Dengan resolusi ini, "tempat duduk untuk Palestina akan diatur tepat setelah negara-negara non-anggota dan sebelum peninjau-peninjau lainnya."

Resolusi ini diterima dengan suara 124 setuju, empat menolak (Israel, AS, Kepulauan Marshall, Mikronesia) dan 10 abstain. Resolusi-resolusi sebenarnya bermakna bahwa mayoritas anggota PBB menginginkan Palestina dijadikan sebagai anggota penuh PBB dan diakui sebagai negara yang berdaulat serta menutup kemungkinan Israel dan sekutunya untuk mencaplok daerah-daerah yang berada di Jalur Gaza. Akan tetapi dalam praktiknya, serangan demi serangan tetap berlangsung.

Sebenarnya Dewan Keamanan mempunyai tanggung jawab utama (Primary responsibility) dalam memelihara perdamaian dan keamanan internasional (Pasal 24 ayat 1 Piagam). Wewenang Dewan Keamanan berdasarkan piagam dianggap cukup ekstensif memberi peluang bagi organisasi tersebut. Lebih jauh lagi, hal ini berguna untuk merumuskan dan membedakan kewenangannya dengan wewenang Majelis Umum yang lebih umum dan kurang bersifat paksaan. Wewenang Dewan Keamanan dalam mencapai tujuan utama, khususnya dalam memelihara perdamaian dan keamanan internasional dilakukan dengan dua cara, yaitu usaha penyelesaian sengketa secara damai (Bab VI Piagam) dan penyelesaian sengketa secara paksa berupa tindakan terhadap adanya ancaman perdamaian, pelanggaran perdamaian dan tindakan agresi. (Bab VII Piagam).

Pada hakikatnya wewenang Dewan Keamanan tersebut merupakan konsekuensi logis dari tanggung jawab utama Dewan Keamanan. Akan tetapi di setiap rancangan resolusi Dewan Keamanan yang hendak disahkan sebagai resolusi Dewan Keamanan PBB, Amerika Serikat dan sekutunya selalu menggunakan hak veto mereka jika resolusi yang akan disahkan menyangkut kepentingan Israel. Dengan doktrin negroporte Amerika yang akan selalu mem-veto setiap resolusi terkait kepentingan Israel maka hampir mustahil bagi Dewan Keamanan untuk menjatuhkan sanksi kepada Israel.

Peningkatan Status Palestina sebagai non-member Observer State

Ada secercah harapan untuk menjadikan Palestina sebagai negara anggota penuh PBB dan memberikannya pengakuan sebagai negara yang berdaulat. Ada tiga arti penting di balik peningkatan status Palestina sebagai negara pemantau non-anggota. Arti penting pertama adalah, Palestina telah diakui oleh mayoritas negara di PBB, dari sekedar entitas, menjadi sebuah negara. Mengingat status Palestina saat ini adalah non-member observer state, yang sejajar dengan Vatikan. Arti penting kedua, pemerintah AS sudah waktunya mengubah kebijakan luar negerinya secara mendasar dalam isu Israel-Palestina. AS lanjutnya, tidak boleh menafikan suara dunia yang menghendaki Palestina sebagai sebuah negara. AS tidak lagi bisa mem-back up sikap Israel yang tidak mengakui Palestiina. "Sebagai kampiun demokrasi dan hak asasi manusia, maka suara terbanyak harus dihormati. Kedudukan super power AS tidak seharusnya digunakan untuk meniadakan suara terbanyak masyarakat internasional," papar Guru Besar Hukum Internasional dari Universitas Indonesia (UI), Hikmahanto Juwana. Terakhir, status Negara bagi Palestina diharapkan menjadi modal bagi perjuangan Palestina berikutnya. Apalagi tuturnya, pemungutan suara mendapat dukungan mayoritas. "Resolusi itu kan didukung oleh 138 negara anggota, sembilan anggota menolak, dan 41 anggota abstain," ujar Hikmahanto

Secercah harapan bagi negeri ini karena ini berarti bahwa satu langkah terakhir yang harus ditempuh oleh Palestina untuk menjadi anggota penuh PBB menurut pasal 4 ayat 2 Piagam PBB adalah melalui rekomendasi dari Dewan Keamanan. Meski kemungkinan besar akan diveto lagi oleh Amerika Serikat, tekanan Internasional yang begitu besar akan membuat negara super power ini lebih berhati-hati dalam membuat kebijakan luar negerinya terutama terkait kebijakan mengenai rekomendasi Palestina sebagai anggota penuh PBB. Dengan pengakuan PBB, Palestina akan mendapat klaim atas wilayah Tepi Barat, Jalur Gaza dan Yerussalem Timur. Ketiga wilayah tersebut diambil alih Israel dalam Perang Timur Tengah tahun 1967. Namun Israel telah menarik diri dari Gaza pada 2005.

Scholarship S-2 vaccinology in Italy

JAKARTA - Faculty of Medicine, University of Siena, Italy, offering scholarships Master (S-2) in the field of vaccinology and clinical pharmacy. The scholarship program titled Master Programme in Vaccinology and Pharmaceutical Clinical Development is a joint Faculty of Medicine, University of Siena, with Novartis Vaccines and Diagnostics, Novartis Vaccines Institute for Global Health (NVGH), and the Advanced Immunization Technologies (Aditec).

Scholarships will be awarded to qualified applicants, including researchers involved in the development of vaccines funded European & Developing Countries Clinical Trials Partnership (EDCTP). Participants attending the program will be for one year at the University of Siena and a six-month internship at Novartis. This program will provide those interested in public health and infectious diseases opportunity to study the use of vaccines to prevent the disease, the impact of immunization, vaccine development and the role of stakeholders in policy on vaccines and immunization, studies focusing on developing countries.

The program will also include lectures on the practice of hospital-owned universities and other academic institutions. In addition, participants had the opportunity to practice in various areas of research on vaccines, including experimental vaccine manufacture.

Master Programme in Clinical Vaccinology and Pharmaceutical Development aims to build the capacity of researchers in vaccinology and vaccine development in developing countries. The program prepares students in the prospects of a career in academia, public health and especially in research and development, and institutional private vaccine.

Applicants must be graduates of medical science, particularly medicine with clinical experience in the medical field for a minimum of two years and a maximum of five years. Good English skills, in writing or orally, is also a major requirement.
